3PO is a protocol droid, designed to liaise among the thousands of different cultures around the galaxy. A protocol droid is fluent in many languages, spoken and unspoken, and assist their owners with things like etiquette, body language, translations, and inter-cultural relations.
Protocol droids often work closely with maintenance droids, as maintenance droids generally have limited communication skills, outside of machine-to-machine communications. C3PO is rarely seen without R2D2, his partner droid. C3PO was originally owned by Anakin Skywalker, left with Anakin, had his memory wiped, and returned years later, not even recognizing Tatooine.

Star Wars Vintage R2D2

R2D2 is a maintenance droid, designed for computer repair and information retrieval. Like many of Lucas's characters, even though R2 only speaks in whirs and whistles, he has a very distinctive, quirky personality. R2D2 was the carrier of Leia's secret message to Ben Kenobi, which was found by Luke Skywalker, and started his journey offworld.
