Darth Sidious patiently infiltrated the galactic government over the course of his lifetime as Palpatine, and then used his knowledge of the galactic bureaucracy to take advantage of a crisis and seize power. His actions began to carry out a centuries-old plan to usurp the power of the galaxy and bring down the Jedi. Emperor Palpatine / Darth Sidious initiated and manipulated the Clone Wars. Yes, he's a bad guy.

Speeder bikes are small, fast transports that use repulsorlift engines to achieve speeds of nearly 500 kilometers per hour.
Speeders are seen throughout the series, but the most famous scene is the forest chase scene in Return of the Jedi, where Leia and Luke pilot a pair of speeders to chase down scout troopers who might reveal the Rebel Alliance's presence on Endor.
